97 prelude, new timing belt and other belts, valve adjustment done. whining from engine, low torque?

okay, i know the honda engine whines a bit, well, at least mine does, and did a bit before having the timing belt replaced. now, the whining noise is even louder. the valves were adjusted, all belts replaced, so i'm wondering is this just because the timing belt is new and tight, or is the tensioner bad. A honda tech told me since this is the first time changing the belt it probably didn't need a new tensioner. they spent all day on my car, so i assume they would have mentioned the tensioner was bad if it was, as they notified me of other leaks.

also, i'm noticing that i don't have as much torque as i used too. lots of revving but not much pull.

Usually a whining sound after doing a T-belt job is from the T-belt belt being over adjusted and put on too tight. And as far as the torque being lower after the job was complete, did they adjust the valves when the engine was ice cold? I'd suggest bringing it back if the car isn't running as good as it was when you brought it in, while it's still under warranty. Good luck and hope this helps.

LOSE OF TORQUE IS USUALLY FROM VALVE ADJUSTMENT MAYBE THEY DIDN'T DONE RIGHT
